The Police Prosecution Service (PPS) is looking for an experienced manager for the position of District Prosecution Manager to join the NZ Police Prosecutions team based in Rotorua.
 
The position is seen as a crucial role within the PPS, which is the principal criminal and traffic prosecuting body in the summary jurisdiction.
 
As a District Prosecution Manager you will be required to coordinate the activities of all prosecutors of the prosecution sections within District and have overall responsibility for their service delivery.
 
This is a dynamic and challenging position, and you will be expected to bring a range of skills and experience to the job. The successful applicant will be able to demonstrate an in-depth knowledge and ability in relation to:
 
- Prosecution advocacy, process and procedure
- The general principles of evidence
- Conducting legal research and preparing legal submission.
 
In addition, you will be able to demonstrate a sound ability to maximise efficiency and effectiveness through the application of principles business management practices, including planning, allocating of resources, measuring and reporting and reviewing, preferably in the context of a service delivery environment.
 
The successful applicant will also be required to have a Law Degree and a current practising certificate and will be required to undergo a full reference and security check.

PURPOSE
 
Coordinates unit human and financial resources to provide an efficient police prosecution service to an approved standard.
 
KEY ACCOUNTABILITIES
 
1. Service Delivery
  • Prosecute Police cases including difficult or complex defended hearings or preliminary hearings.
  • Coordinates the activities of all prosecutors of the prosecution sections within District and has overall responsibility for their service delivery.
  • Ensures the standard of all prosecution files complies with national approved standards.
  • Maintains a record of all prosecution files, including the disposition of cases through the court process.
  • Oversees the research and preparation prosecution files including the preparation of legal submissions requested by the Court.
  • Coordinates preparation of prosecution files requiring appeal decisions by Legal Section.
  • Monitors judicial comment on prosecution cases which are subject to PCA review.
  • Reports judicial criticism and praise, for performance management purposes.
  • Reports new developments in law, prosecution procedure and judicial decisions.
  • Maintains workload statistics on prosecution outputs and performance standards
  • Promotes and maintains victim and witness support practices.
  • Resolves issues with prosecution sections and at a local level between Police and other agencies.
  • Promotes and manages the diversion scheme within the District in line with national policies
  • Ensures consultation occurs with O/C case in respect of prosecution decisions.
  • Monitors any disparity, complainants, and arranges for the continuing review of diversion guidelines.
 
2. Team Management
  • Ensures unit personnel are rostered to achieve the effective and efficient utilisation of prosecutors.
  • Implements any specific action plans or directions of the National or Area Prosecution Service manager.
  • Ensures routine activities/services are completed.
  • Monitors and resets unit procedures and standards.
  • Provides progress reports.
  • Manages staff leave levels , ensuring the levels conform to national policy
  • Identifies skills, arranges training and selects and deploys section personnel to enhance personal development of competent and motivated staff.
 
3. General Management
  • Ensures efficient resource management of the unit including budget and the law library.
  • Manages Human Resources of the activity area in accordance with Good Employer principles.
  • Provides supervision and leadership to all prosecution staff within the district.
  • Ensures Occupational Safety and Health, and EEO policy requirements are met and resolves personnel grievances, disputes, morale issues and disciplinary problems.
  • Completes and complies with Performance Appraisal procedures for all District prosecution staff.
  • Fosters the circulation of interesting or unusual cases through the Prosecutions Service Centre.
  • Ensures accurate and timely oral and written communication.
 
4. Relationship Management
  • Liaises with the local executive judge in respect of standards of advocacy.
  • Liaises with Area Managers, squad and section O/Cs in respect of prosecution, advocacy and File Management Centre activity.
  • In Conjunction with the District Training Unit develops and presents appropriate training for District staff within the area of prosecutions and prosecution file preparation.
  • Initiates, develops and maintains liaison and communication networks with Maori, the community and local Police.
  • Develops and maintains internal and external liaison and communication networks with Department for Courts management, Crown staff, Crown solicitors, Community Corrections, legal practitioners, complainants, witnesses, Victim Support, offenders, DSW agencies and other appropriate organisations.
  • Maintains and promotes a positive relationship with media and other interest groups.

Special Requirements
 
All Police employee applicants (i.e those who do not hold the office of constable) must have a Law degree and hold a current Practicing Certificate.
