Apparent resale value of $40 or more

If you, as a secondhand dealer, offer any articles for sale at a price of $40 or more, that will be conclusive proof that the article has an apparent resale value of $40 or more.

Items with an apparent resale value of $40 or more must comply with the additional requirements that apply to secondhand dealers.
