Definitions
Commercial vehicles include:
- heavy motor vehicles;
- light diesel vehicles; and
- vehicles used in transport service.
Commercial vehicle stops will entail an examination for the following: -
Safety Compliance
- Evidence of vehicle inspection is current;
- There is no obvious vehicle safety defect;
- The load is secure; and
- Where fitted, driver and passenger restraints are worn.
Road User Charges Compliance
- The licence displayed is appropriate for the vehicle and load; and
- A distance recorder is fitted to the vehicle.
The appropriate roadside enforcement action resulting from a commercial vehicle stop is at the discretion of the officer. In taking such action the officer will have regard to the "CVIU Enforcement Standards Guide". Enforcement Standards Guide. Police National Headquarters
- CVIU Management
As a measure of quantity:
- PROVIDE on a quarterly basis reports on the activities of the CVIU to the Ministers of Transport and Police and to the Chief Executives of Transit New Zealand, Ministry of Transport, and Land Transport Safety Authority; and
- PROVIDE to the Chief Executives of Transit New Zealand, Ministry of Transport, and Land Transport Safety Authority a report on an annual basis on the "results sought" measures within the CVIU charter based on the compliance survey. The report will be provided as soon as practicable after the survey is completed.
As measure of quality:
- WORK on a joint Land Transport Safety Authority (LTSA)/NZ Police project to pilot and enhance the collection of information from roadside vehicle stops. This project will include the categorisation of vehicle inspections, the information to be collected at each category of stop, the development of risk profiling, and consideration of how this information is used to develop the CVIU’s intelligence capability and accessed by the LTSA for safety rating purposes; including: -
- continue development work on the introduction of electronic collection of data at the roadside
- CONSULT with industry on matters of mutual interest with the aim of achieving a high level of compliance within all sectors of the industry; and
- MANAGE the operation of the CVIU within the Police including: -
- the implementation of the CVIU five-year strategic plan "Towards 2008";
- the maintenance of the CVIU Enforcement Standards Guide;
- the maintenance of the CVIU Induction, Training and Policy Manual ;
- the identification, coordination and delivery of CVIU training needs, including the delivery of five specialist training courses to each of the four CVIU Areas;
- the targeting of resources to areas of identified risk;
- the conduct of annual performance audits of each of the four CVIU Areas;
- the continuation of the CVIU Excellence Award to enhance the expertise of frontline members.
- ENHANCE the strategic and tactical intelligence capability within the CVIU to ensure that areas of greatest risk continue to be targeted and resourced.
CVIU Nationally
Heavy Motor Vehicle Crash Attendance and Investigation
Measures Standard
Quantity
- Commercial vehicle crashes attended and investigated 450– 550 crashes
Quality
- Delivery of this output in accordance with CVIU Induction, Benchmark to be Training and Policy Manual as measured by a file sample establish in 2004/05 survey conducted by the New Zealand Police.
Timeliness
- CVIU Heavy Motor Vehicle crash report forms completed and No less than 95% sent to the LTSA within 24 hours.
Heavy Motor Vehicle Speed Control
Measures Standard

Levels of inspection

Level 1
This inspection requires the following matters to be inspected - 100%
Safety Compliance
- Evidence of vehicle inspection is current;
- There is no obvious vehicle safety defect;
- The load is secure; and
- Where fitted, driver and passenger restraints are worn.
Road User Charges Compliance
- The licence displayed is appropriate for the vehicle and load; and
- A distance recorder is fitted to the vehicle.
Level 2
An inspection to this level includes conducting a Level 1 vehicle Minimum of
inspection plus a check of the driver’s sobriety, licence status and 10%
logbook.
Level 3
The components of a Level 3 inspection consist of all those Benchmark to
included in a Level 2 with the added ingredient that the vehicle be establish in
safety defect check will be more complete and conducted by an 2004/05
enforcement officer who is qualified to conduct a heavy vehicle
safety inspection. This inspection will involve the testing and
inspection of some mechanical components.
Level 4
A Level 4 check will be carried out by a member of the CVIU Benchmark to
appointed as a Dangerous Goods Enforcement Officer and will be establish in
consist of a Level 2 inspection as well as an assessment of 2004/05
compliance relative to the Dangerous Goods Rule 45001.
Level 5
A level 5 check will be a full vehicle safety inspection conducted Benchmark to
by a Vehicle Safety Officer. be establish in
2004/05
In CVIU Area One
- At Neilson Street, Stanley Street and Drury Weighbridges:
As a measure of quantity:
- ASSIGN a minimum of 7 staff to the weighbridge operation; and
- ENSURE that the weighbridges are open for a combined minimum of 8 hours per day for 180 days per annum; and
- ENSURE that any remaining hours of service to be provided by these 7 staff members will be spent delivering a combination of mobile and weighbridge enforcement activities to address identified risks; and
- ESTIMATE stopping between 16,000 and 24,000 commercial motor vehicles (where each commercial vehicle component counts as one vehicle).
- Mobile patrols
As a measure of quantity:
- ASSIGN a minimum of 15 staff to the mobile operation; and
- ESTIMATE stopping between 11,680 and 17,520 commercial motor vehicles (where each commercial vehicle component counts as one vehicle).
(C) Vehicle safety inspection
As a measure of quantity:
- ASSIGN an appropriately qualified enforcement officer to conduct safety inspections of commercial vehicles
- ESTIMATE conducting between 1,500 and 2,000 safety inspections of commercial vehicles (where each commercial vehicle component counts as one vehicle).
As a measure of quality:
- ENSURE that as a minimum all commercial vehicles inspected are subject to a ‘safety compliance’ inspection; and
- ENSURE any commercial vehicle inspected and identified as having a safety related defect or an expired evidence of vehicle inspection is subject to a more thorough inspection commensurate with the severity of the defect found or length of time evidence of vehicle inspection had expired, and a vehicle inspection report is completed; and
As a measure of timeliness:
- ENSURE all vehicle inspection reports are provided to the LTSA, within five working days as measured by a file sample survey conducted by the LTSA.
In CVIU Area Two
- At Rotokawa weighbridge:
As a measure of quantity:
- ASSIGN a minimum of 8 staff to the weighbridge; and
- ENSURE that the weighbridge is open for a minimum of 5 hours per day for 300 days per annum; and
- ENSURE that any remaining hours of service to be provided by these 8 staff members will be spent delivering a combination of mobile and weighbridge enforcement activities to address identified risks; and
- ESTIMATE stopping between 32,000 and 48,000 commercial motor vehicles (where each commercial vehicle component counts as one vehicle).
- At Turangi weighbridge:
As a measure of quantity:
- ASSIGN a minimum of 1 staff member to the weighbridge; and
- ENSURE that the weighbridge is open for a minimum of 3 hours per day for 180 days per annum; and
- ENSURE that any remaining hours of service to be provided by the 1 staff member will be spent delivering a combination of mobile and weighbridge enforcement activities to address identified risks; and
- ESTIMATE stopping between 4,000 and 6,000 commercial motor vehicles (where each commercial vehicle component counts as one vehicle).
- Mobile patrols
As a measure of quantity:
- ASSIGN a minimum of 14 staff members to the mobile operation; and
- ESTIMATE stopping between 12,600 and 18,900 commercial motor vehicles (where each commercial vehicle component counts as one vehicle).
(D) Vehicle safety inspection
As a measure of quantity:
- ASSIGN an appropriately qualified enforcement officer to conduct safety inspections of commercial vehicles
- ESTIMATE conducting between 1,500 and 2,000 safety inspections of commercial vehicles (where each commercial vehicle component counts as one vehicle).
As a measure of quality:
- ENSURE that as a minimum all commercial vehicles inspected are subject to a ‘safety compliance’ inspection; and
- ENSURE any commercial vehicle inspected and identified as having a safety related defect or an expired evidence of vehicle inspection is subject to a more thorough inspection commensurate with the severity of the defect found or length of time evidence of vehicle inspection had expired, and a vehicle inspection report is completed; and
As a measure of timeliness:
- ENSURE all vehicle inspection reports are provided to the LTSA, within five working days as measured by a file sample survey conducted by the LTSA.
In CVIU Area Three
- At Ohakea weighbridge:
As a measure of quantity:
- ASSIGN a minimum of 8 staff to the weighbridge; and
- ENSURE that the weighbridge is open for a minimum of 8 hours per day for 300 days per annum; and
- ENSURE that any remaining hours of service to be provided by these 8 staff members will be spent delivering a combination of mobile and weighbridge enforcement activities to address identified risks; and
- ESTIMATE stopping between 32,000 and 48,000 commercial motor vehicles (where each commercial vehicle component counts as one vehicle).
- At Plimmerton weighbridge:
As a measure of quantity:
- ASSIGN a minimum of 4 staff members to the weighbridge; and
- ENSURE that the weighbridge is open for a minimum of 5 hours per day for 300 days per annum; and
- ENSURE that any remaining hours of service to be provided by these 4 staff members will be spent delivering a combination of mobile and weighbridge enforcement activities to address identified risks; and
- ESTIMATE stopping between 16,000 and 24,000 commercial motor vehicles (where each commercial vehicle component counts as one vehicle).
- Mobile patrols
As a measure of quantity:
- ASSIGN a minimum of 14 staff to the mobile operation; and
- ESTIMATE stopping between 13,600 and 20,400 commercial motor vehicles (where each commercial vehicle component counts as one vehicle).
(D) Vehicle safety inspection
As a measure of quantity:
- ASSIGN an appropriately qualified enforcement officer to conduct safety inspections of commercial vehicles
- ESTIMATE conducting between 1,500 and 2,000 safety inspections of commercial vehicles (where each commercial vehicle component counts as one vehicle).
As a measure of quality:
- ENSURE that as a minimum all commercial vehicles inspected are subject to a ‘safety compliance’ inspection; and
- ENSURE any commercial vehicle inspected and identified as having a safety related defect or an expired evidence of vehicle inspection is subject to a more thorough inspection commensurate with the severity of the defect found or length of time evidence of vehicle inspection had expired, and a vehicle inspection report is completed; and
As a measure of timeliness:
- ENSURE all vehicle inspection reports are provided to the LTSA, within five working days as measured by a file sample survey conducted by the LTSA.
In CVIU Area Four
- At Glasnevin weighbridge:
As a measure of quantity:
- ASSIGN a minimum of 4 staff to the weighbridge; and
- ENSURE that the weighbridge is open for a minimum of 5 hours per day for 300 days per annum; and
- ENSURE that any remaining hours of service to be provided by these 4 staff members will be spent delivering a combination of mobile and weighbridge enforcement activities to address identified risks; and
- ESTIMATE stopping between 16,000 and 24,000 commercial motor vehicles (where each commercial vehicle component counts as one vehicle).
- Mobile patrols
As a measure of quantity:
- ASSIGN a minimum of 18 staff to the mobile operation; and
- ESTIMATE stopping between 14,500 and 21,840 commercial motor vehicles (where each commercial vehicle component counts as one vehicle).
(C) Vehicle safety inspection
As a measure of quantity:
- ASSIGN an appropriately qualified enforcement officer to conduct safety inspections of commercial vehicles
- ESTIMATE conducting between 1,500 and 2,000 safety inspections of commercial vehicles (where each commercial vehicle component counts as one vehicle).
As a measure of quality:
- ENSURE that as a minimum all commercial vehicles inspected are subject to a ‘safety compliance’ inspection; and
