Sir David Tompkins QC to oversee investigation into South Auckland Police culture

The Commissioner of Police has appointed Sir David TompkinsQC to oversee an investigation into the culture of the Counties Manukau Police District.

Sir David, a retired High Court Judge, will be supported by Inspector Pieter Roozendaal, the Professional Standards Manager, for North Shore Waitakere District.

Inspector Roozendaal will form a team to provide any investigative, intelligence, logistical and secretarial support that may be required by Sir David.

The terms of reference for the investigation will be: To determine whether there is evidence of a police culture that condones or encourages acts of violence or other inappropriate treatment towards prisoners, suspects or other persons in the Counties-Manukau Police district.

Sir David will report his findings to the Commissioner of Police.

Provision will be made for both the public and staff to make submissions to the investigation through an 0800 number, dedicated email address and private mail box. Details will be advised once the investigation is fully established.

The Police Complaints Authority has been advised that the Commissioner of Police is undertaking this investigation and will receive a copy of the report. The Authority will undertake such work as it considers appropriate.
