Firearms Official Information Act proactive public releases (August 2020)

In keeping with the Open Government Partnership National Action Plan 2016-2018, and as Administrator of the Arms Act 1983, Police is releasing its responses to some recent Official Information Act requests, where it is considered they contain data and information that has wider public interest.

Regarding the Arms Act 1983, the issuing and revocation of Firearms licences, and the constant requirement of the Firearms licence to be 'fit and proper';

  1. What is the definition of 'Fit and proper'? Is there a police definition? Are there any guidelines or instruction given to commissioners of police to determine whether Firearms Licence owners are 'Fit and Proper'?
  2. Are there any measures in place to ensure that commissioners of police are agreed on the same meaning of 'Fit and Proper'
  3. If a licence is being considered for revocation because of no longer being 'fit and proper', who has the burden of proof? Does the commissioner of police need to provide evidence of that, or does the licence holder need to assert they are still 'fit and proper'?

Please can you inform me about when and how often firearms have been stolen from licensed owners.

Please also inform me of how often these thefts have been investigated and this has resulted in the stolen property being returned to its rightful owners.
