Firearms Safety and Education (FSE)

The firearms regulator is now called Firearms Safety and Education New Zealand (FSE) following changes made by Parliament in the Arms Act 2026.

Summary of changes in Arms Act 2026

The changes establish Firearms Safety and Education New Zealand (FSE) as the new autonomous regulator of the firearms system.

FSE is headed by a chief executive (CE) appointed by the Governor-General. The CE reports to the Minister responsible for firearms.

NZ Police is the host agency for FSE, which means NZ Police provide corporate support like IT, finance, human resources and other shared services where operational responsibilities overlap (for example, armouries), under an agreed Working Arrangement.

An Information-Sharing Agreement allows NZ Police and FSE to lawfully share and access information that each agency needs to carry out its law enforcement, compliance, and regulatory functions under the Arms Act.

FSE is responsible for decisions under the Arms Act in areas including licensing; the sale, supply, manufacture, transport and storage of firearms, parts and ammunition; training and education to promote firearms safety and compliance; certifying or enrolling shooting clubs and ranges; and maintaining the Firearms Registry.

NZ Police retain responsibility for law enforcement, prosecution of offences, and immediate public-safety responses.  Members of the public can still surrender a firearm or arms item to a Police employee at a front counter.
