Police acknowledge IPCA findings into Ōrere Point critical incident

Police acknowledge the Independent Police Conduct Authority’s findings into a critical incident that occurred at Ōrere Point in March 2025.

On 2 March 2025, Police located a vehicle in the Papakura area that was sought in connection with two aggravated robberies where a firearm had been presented. 

This vehicle was tracked by units to Ōrere Point where it came to a stop on the beach.

Superintendent Shanan Gray, Counties Manukau District Commander, says staff encountered Mr Faasala Samu Matue who exited the vehicle brandishing a metal pole, acting aggressively towards Police, and resisting arrest.  

“Force was used to try and bring Mr Matue under control, during which he bit the finger of an attending officer.” 

After Mr Matue was eventually restrained, his condition deteriorated. Despite first aid efforts of attending staff he sadly passed away at the scene. 

Today, the IPCA’s independent investigation has found that the force used by Police to detain Mr Matue did not contribute to his death.

Police note the findings of a post-mortem which found Mr Matue had swallowed a large amount of methamphetamine. It also found MDMA, cannabis and alcohol in his bloodstream.

Police acknowledge the Authority’s findings which determined that all but two instances of force used by Police were justified.

It also found language used by two officers on the beach was inappropriate.

Superintendent Gray says: “This was a tragic outcome for everyone concerned and our thoughts are with Mr Matue’s family.

“I would like to acknowledge our staff who were dealing with an extremely volatile and confronting incident at the time.

“The language and unjustified use of force identified in the report was unacceptable and a departure from our values. 

“While we cannot comment on the specifics of the employment process that followed, we can advise that the officers involved are still employed by New Zealand Police."
