Hate-motivated crimes - Police Manual chapter

Date Published:
September 2025

This chapter provides guidelines for all Police to recognise, record, respond to and resolve reports of hate-motivated crime, non-criminal hate-motivated incidents and hate speech. For hate-motivated crime, this guidance should be applied within the context of investigations, applying proportionality and using discretion. Some parts of this chapter have been considered not appropriate for release and, if requested, would be withheld under the Official Information Act 1982 (the Act). The relevant sections of the Act that would apply have been identified.
