Surveillance - Police Manual chapter

Surveillance is the observation of people, vehicles, places or objects in order to obtain information about the activities and identities of individuals. Surveillance can be carried out overtly or covertly, and it is either static (meaning conducted from premises, vehicles or fixed points) or mobile (meaning it is conducted on foot, or from a vehicle, aircraft or helicopter.) Surveillance is planned, directed and secretive with the purpose of discovering the nature and extent of criminal activity to identify the people involved, and to gather evidence. The relevant sections of the Act that would apply have been identified.

Report back to Cabinet on progress in processing firearm licensing applications

On 19 September 2022, Cabinet noted that the demand for firearms licences is outstripping the ability of Police to process applications. It agreed to amend the Arms Act to enable a previously held firearms licence to be considered current until a decision is made on an application, provided that application is made before the previous licence expires. Cabinet invited the Minister of Police to report back to Cabinet in March 2023 on progress in processing licensing applications, including where improvements can be made. On 29 November 2022, the Arms (Licence Holders’ Applications for New Licences) Amendment Act 2022 was passed allowing firearms licences to be treated as current where applications are made but cannot be processed before expiry. This report back is included below.

These regulations identify five additional groups (Crips, Finks MC, Full Blooded Islanders (FBI), Kuki Squad, and West Side Nation/Uru Taha) as gangs for the purposes of the Prohibition of Gang Insignia in Government Premises Act 2013.
