On 6 March 2019, Cabinet Social Wellbeing Committee agreed to the development of a work programme that will deliver a multi-layered, multi-agency focus on organised crime, take a strengths-based approach, and align with other work underway across government.

The Resilience to Organised Crime in Communities work programme employs an innovative approach to combatting organised crime by combining social and economic intervention with targeted enforcement action. The work programme responds to the full spectrum of organised crime, including addressing its harms and drivers and recognising that an approach based on evidence that addresses the social, economic and environmental factors that can drive organised crime and gang membership is a critical component of a successful and sustained response to organised crime. Responses are co-designed with iwi and local groups to address locally identified harms associated with organised crime and the responses are led by communities.

The following papers reported back to Cabinet and Ministers on the progress of the work programme to date.
