The Government has released a new Transnational, Serious and Organised Crime (TSOC) Strategy and Action Plan to build a more cohesive response by agencies to collectively address organised crime.

TSOC offending is wide ranging. It includes illicit drugs, firearms supply and migrant exploitation. It impacts the New Zealand economy through tax evasion, scams and fraud, taking millions of dollars out of the economy every year.

The TSOC Strategy shifts the governments approach to an end-to-end, systems response that integrates the Resilience to Organised Crime in Communities (ROCC) work programme. ROCC demonstrates the effectiveness of a community-Government partnership approach to addressing the threat of organised criminal activity and influence in communities.

The Strategy was informed by an independent Ministerial Advisory Group on Transnational, Serious and Organised Crime and the twenty-eight agencies with responsibilities in this area.

The new TSOC Action Plan will drive delivery of the TSOC Strategy and outlines key cross-agency initiatives that will support the Government response to TSOC. The Action Plan covers a five-year period and will be regularly reviewed and updated as needed to reflect new and emerging risks.

The shift in naming convention from Transnational Organised Crime to Transnational, Serious and Organised Crime (TNOC to TSOC) reflects the shift in the Government’s strategic approach to incorporate domestic offending and the harm perpetrated in communities.
