Child Protection Offender Register and Risk Management Framework - Regulatory Impact Statement

This Regulatory Impact Statement has been prepared by the New Zealand Police and the Department of Corrections.


It analyses a proposal to establish a Child Protection Offender Register and offender risk-based multi-agency management framework in New Zealand. The proposal is designed to reduce the risk of serious harm to children from known child sex offenders living in the community.

The proposal is for the registration of child sex offenders who are convicted of a qualifying offence and either sentenced to imprisonment, or sentenced to a non-custodial sentence and directed to be registered by the sentencing judge.

Benchmarking of Administrative and Support Services FY13/14

The Treasury has released the annual benchmarking report for public sector agencies – the Benchmarking of Administrative & Support Services Report (BASS), for the Financial Year 2013/14. The report provides information on the cost, efficiency, and effectiveness of Administrative and Support services across the public sector, with a goal of supporting and freeing up resources for front line public services.

The report covers five functions:

  • Finance,
  • Information, Technology & Communications (ICT),
  • Procurement and
  • Corporate & Executive Services (CES).
