Firearms Baseline Surveys

In April and March 2022, Police conducted two Firearms Baseline Surveys to assess internal arms staff satisfaction and external public and firearms licence holders trust and confidence in firearms licensing controls. The survey results provide a baseline measure of public trust and confidence in our regulatory management of firearms licensing control in the community. These Surveys were undertaken to meet Recommendation 22(b) of the Royal Commission of Inquiry into the Terrorist Attack on Christchurch masjidian on 15 March 2019.

Further Baseline Surveys are intended to be carried out by Police again, in September 2023 and September 2024.

Provided along with the briefing paper to the Minister of Police are copies of the summary report and full report for each survey conducted.

Proactive release of papers regarding the Firearms Registry and Arms Safety and Control

In 2020, a number of changes were made to the Arms Act 1983 through the Arms Legislation Act 2020 to strengthen the control and regulation of firearms in New Zealand.

These changes provide for the establishment of a registry to store and link information on all firearms and other arms items and their licence holders. This will enable greater and more centralised oversight of the number and location of firearms and other arms items in New Zealand.

The following papers were provided to the Minister of Police to update him regarding Police’s delivery of the registry and to provide broader updates around Police’s wider firearms work programme.
