Kidnap for ransom offences are high‐risk, fast‐moving investigations that require an immediate yet careful Police response. This chapter applies to all staff who may need to respond to an initial complaint of kidnap for ransom. Some parts of this chapter have been considered not appropriate for release and, if requested, would be withheld under the Official Information Act 1982 (the Act). In this chapter, the relevant sections of the Act that would apply have been identified.

Automatic Number Plate Recognition (ANPR) is a technology used to automatically read motor vehicle number plates by use of optical character recognition. Police uses ANPR technology for a range of enforcement, staff safety and public safety purposes. This chapter sets out policy principles for the collection, retention, use and disposal of Police owned number plate information (NPI); Police use of NPI collected by third party operators; guidance and examples of approved ANPR use; and the Governance and Assurance Reporting model.
